Marshall, Texas
The Missouri government during the Civil War was quite a confusing scene. There were actually two functioning governments: one Union and one Confederate. The Governor and many state officials at the outbreak of hostilities were loyal to the South and wanted to join that cause. However, the mood of many of the state citizens was pro-union. When Federal (Union) troops threatened to take Jefferson City, the pro-southern government fled and met in succeeding locations (Neosho, MO., Cassville, MO., Arkansas and finally Marshall, TX.). The state's union government then declared the offices of the southern officials (including the governor) abandoned and held new elections. The governor-in-exile (Clayborne Fox Jackson) died in 1862 and was replaced by the Lt. Governor Thomas C. Reynolds.
The whole mess was finally put to rest in 1869 when Reynolds returned the Missouri Official Seal, which they had taken with them to Texas, to the Missouri Governor.
